Frank Brennan has a diverse background that includes experience in contracting, engineering and construction management. During his more than 35-year career, he has handled projects involving airports, buildings, commercial properties, correctional and environmental facilities, courthouses, medical and housing projects, dams, tunnels, power plants, transit systems, and highway construction. Frank has served as a mediator for the New York City School Construction Authority. He is a member of numerous dispute review boards and has served on the National Panel of Construction Arbitrators. Bruce Baynes has over 25 years of project management experience with an emphasis on the analysis of claims and project cost, and schedule control. He has provided claims consulting to various clients including owners, contractors, and design professionals on a variety of project types including construction, manufacturing and defense programs. Claims evaluated include delay, disruption, acceleration, changed conditions, lack of access, excessive changes, loss of productivity and design errors and omissions. Mr. Baynes utilizes CPM scheduling techniques to evaluate schedule performance and quantify time impacts. He also supports claims investigation assignments by performing assessments of merit on technical issues and evaluation of damages. Steve Weathers has over 20 years of experience in construction/project management, engineering, contract administration, planning, scheduling, claims analysis, damage assessment, change order negotiation, and contractor payment authorization for various public and federal agencies.
